A. STATEMENT OF USER REQUIREMENTS :
These Functional Requirements have been provided by Carlos.

I'm trying to design a model for the Zip codes in my country (Mexico) for an application.

However I get encumbered by relations and the normalization process.

This is what I have; 
1.- State, 
2.- County (many per State) 
3.- City (several per County) 
4.- Type of settlement 
5.- Settlement Name 
6.- Zip code
    A Zip code can contain several Settlements so I cannot figure a way out of it. 

That is the end of the Functional Requirements for the Database.

1. Cities
2. Counties
3. Country
4. Settlements
5. Settlement Types
6. Zip Codes
5. States


B. HOW ARE THE THINGS OF INTEREST RELATED ?
B.1 There is only Country. 
B.2 The Country has many States.
B.3 A State has many Counties.
B.4 A County has many Cities.
B.5 A City has many Zip Codes.
B.6 A Zip Code has many Settlements
B.7 A Settlement is of one, and only one, Settlement Type.
