Agree the format, which can start with Spreadsheets, then progress to an 
Access Database and finally to a SQL Server or Oracle and finally in 'the Clouds'.
Agree the initial content and revise it at regular intervals.
Put in place individuals with responsibility for obtaining sign-off from responsible people.
